P.S. a sales tax system would still require an IRS...
But it would be severely cut down in size, as the vast majority of audits would be those of businesses and not individuals. Tax collection and compliance would be greatly simplified as well.
There would probably still be a Payroll tax for Social Security and Medicare. That too would require the IRS, so I think the complete elimination of the IRS is pretty much impossible.
