How about 0.2c ?

Years ago I read a small article on attempts to develop shaped charge nuclear weapons. If a shaped charge thermonuclear pulse unit could be developed, the Orion design could give us interstellar capability. A cruise velocity of .2c would be all that's needed for anything out to around 20 ly. IMO anything above .3-.4c would be too dangerous due to the short reaction time for avoiding any oncoming debris.
