If you look at something like the graph below, I see a steady rising curve, driven, in my opinion, by the ever-increasing ability to move large amounts of information online in realtime, not by any specific Bush fiscal policy. To really get a better idea, I'd like to see these numbers back into the 1990s or even earlier.
