The US doesn't have the resources but China and Russia do? Your entire argument for not colonizing Mars is based on your far left political world view. You almost sound like an earth-firster.
I think we will colonize Mars but not for at least another 50 years. When it happens it will be done by people not governments, although governments will go there first. It could happen sooner if there was some major breakthrough in space propulsion technology, or never at all if there were some catastrophic global event.
