You seem to be missing a pretty obvious point. The one reason you are missing this point is you hate Bush [you have a bias].
Now, I will tell you the point you are missing.
The reason OBL spend the time, money, and fanatics lives to bring about 911 was because he wanted to build support for his cause. Anything which encourages OBL and similar groups, makes us "more a target than ever". So OBL successfully terrorism attack on 911 would by itself make us "more a target than ever". And a weak response to this attack would have significantly added further encouragement.

Now, after the terrorists have basically lost in Iraq, their focus may shift back to the America or elsewhere. But I would say that our actions in Afghanistan and Iraq have weaken these terrorist's cause, and as time proceeds and thing further improve in these countries, they will weaker further.
Now if these terrorist can make more succussful terrorist attacks, then they might get stronger- but they also face the possiblity of strengthen the effort of opposing them.
Btw, when America re-elects Bush in a landside this Nov, this will have a profound affect upon these thugs.
