Truth is we will never win a war on terror, but that won't go down very well with troops and while claiming to be winning it. We can't win. For the same reasons we can never win the war on drugs. There by their nature perpetual without changing some major part of the dynamics of foreign policy it will go on forever. In fact has been going on forever...just when the terrorist kill in cold blood thousands in one day we tend to react for a while like it's something new.

So anyway Bush is waffling and backpedaling from the truth.
