They have moved on to easier targets...While they still would love to do damage to US interests both here and abroad, they prefer to attack those who would not fight back.
A second, but equally important factor is that they are seriously on the run in Afganistan, Pakestan, Iran, Iraq, and elsewhere; and, while they are being hunted down like wild dogs, it is very difficult for them to plan an attack, and even more difficult (logistically) to pull it off. They are now on defense: Hoping that time is on their side, they are waiting for the pressure will let up (Kerry get elected, UN intervention, etc...)so that they can find new safe havens where they can once again plot their terror attacks in secret.

P.S. If Bin Ladin is alive, he sure is quiet. We've only heard scratchy tapes a few times, and even then, who knows if it is really him. Being the great Islamo-facist leader that he is alledged to be, I would think that he would want to get more info out to his troops...And the sound of his voice alone woul terrorize all those who are against him. It looks increasingly like he isn't the brilliant mastermind people once thought he was.
