A simple answer often ignored by European and left wing US analysts. His failure to cooperate was the norm not the exception. It was his burden to prove compliance not ours to prove he wasn't. He invaded his neighbor and used chemical weapons on his own people. Some people have very strange ideas about where burdens of proof lay in such circumstances.
