The link from Oxblog given in my post is as far as I can take it. For some reason, I can't find the link now. Go figure. The original picture was a link from this webpage, but I don't see a link on the main page.

This picture is almost certainly a joke. My take on this equipment is that it is part of some military system, probably aboard a ship. The wheel is one giveaway, as well as the handhold bars on the console.
