What percentage? The population, the numbers, the voters? What are you talking about?
I don't care if those people are Ds, Rs, or Is. It only matters who they voted for. That's the whole point of gerrymandering, to divide or consolidate communities so the people who are not in the majority can have power over those who are. The people who draw those lines, those who gerrymander, know where those votes are, they know exactly what they're doing, that's why they drew those lines that way.
It's not just a conspiracy. Its a crime.
