The Senate Bill is sponsored by Fritz Hollings.

You are correct that every last cosponsor of the House bill is a Democrat. Eleven of them are members of the House Progressive Caucus.

Their rationale for proposing a draft was ridiculous enough. I can't believe they're stupid enough to pull this and then think they can transfer the blame to Bush with nobody noticing. Apparently they've learned nothing from the CBS News debacle.
