I would guess that Kerry could enlist help from other countries where Bush can't.
Speaking of "The Art of Losing Friends". It was Bush who told the rest of the world to shove it. It was Bush who contravened international law to invade Iraq. It was Bush who said Iraq had WMDs. And it's Bush who wants to own Iraq.
It was Cheney's task force on energy which was looking at maps of Iraq and figuring out how to assign drilling rights long, long before they figured out how to attack Iraq.
And from friends coming back from overseas, it's Bush, not America, that the rest of the world hates. So far. If Bush were elected, or can usurp the office again, I suspect that will change.
Just a guess, but I think the ROW would view helping Kerry and the Iraqis as worthwhile, whereas helping Cheney/bush/Halliburton with their imperialism might not seem a great way to spend their people's lives and money.

- If I could ask Kerry a question it would be: "Is keeping France happy more important than winning the war in Iraq?"
- Improperly stating what the other guy does, then complaining about what you claim they did. (n/t)
