As part of his 100 day plan to change America, John Kerry will propose a comprehensive service plan that includes requiring mandatory service for high school students and four years of college tuition in exchange for two years of national service.
Looks like bad wording to me.
If you actually apply reading comprehension 101 you'll see that if you want 4 years college tuition you'll have a mandatory 2 years service.
Reading your way, every high schooler would face mandatory service AND have all their college tuition paid for!
