Not that I really care, but how is "community service" all that different from English or Math? Both require work, both (would be) required for high school grad. Seems to me a good way to get youth involved in their communities. I think your 13th was intended to protect against slavery and similarly oppressive practices.

Do any parents here have their children do chores involuntarily?
