Education funding is at an all time high. So what? It isn't about money, and never has been.
Most arguments operate from the assumption that the function of a government program--including education--is to fulfill its labeled purpose.
Right now the education establishment (I'm talking about the government bureaucrat level, not the teachers in the trenches) is much more about political power than about turning out educated kids.
You can test this by looking at the education establishment's reactions to solutions that are proposed that would increase the chances of more children getting a good education, and decrease the power of the bureaucracy.
I don't think it's necessary to pass some law or amendment making English the "official language." In years past, it was obvious that learning English rapidly was key to educating American newcomers. Just don't mandate stupid bilingual systems where they aren't wanted.
A lot of things in our life would be improved if we could take all the social engineers and exile them to some island where they could play their games with each other.
