The Spaniards were going to vote for Aznar, according to polls just before the elections and the terrorist attacks (small margin).
But Aznar blamed the ETA for them and hours before the people went to vote, they realized their prime minister had tried to blame others than the real ones for the attacks.
This is what infuriated the Spaniards.
