What they are doing is mocking "democracy", and trying to establish a government much like those of Hungary, Rumania, etc., during the Cold War. Only less legitimate.
For a democracy to work, one needs a literate society, a free press, a free people, and choices. In Afghanistan, the population isn't all that literate, media isn't widespread, and people live under the auspices of "warlords", a perjorative term for local leader.
Can't have a real election there at all. What's being done is pap for the masses, something to give GWB a body with which he can say he "negotiated", as he moves on toward imperialization of the entire region.
And, as I said, it would be nice to see a free, democratic election which led to a representative government. But the precursors aren't there.
You're right.
