Bush still doesn't like it. They have been talking for months.

Why can't Bush have the policy of not liking the European incentives but still talking about it? Bush has not agreed to anything yet.

Kerry was just jumping on the bandwagon of ongoing talks but wants the incentives. Still a difference of policy to me.
