Nowhere. Except in the Sudan, where the UN is doing nothing.
And in Iraq, people are no longer dying becuase of the Saddam-UN oil-for-food scam.
Only if you ignore the news and reports of the last 10+ years could you say that terrorists are only in Iraq since the war started.
But hey, that is what Kerry is counting on: lying to people like you successfully.
