Mohammed Atta lived in Hamburg, Germany from 1993-1999. For some odd reason he felt the need to do something other than drink beer and east bratwurst. It is probable that Atta would have gone to Iraq to attack Americans if he had the opportunity.
Given the choice, it is better for the bad guys to die in the Middle East rather than in America while murdering Americans.
