Like yourself, I favour an interpretation of eroded thin layers outcropping at the surface with a slight texture, or perhaps light/dark layers interbedded and outcropping.
Relief seems modest which tells us we have active resurfacing mechanisms i.e. erosion of bumps and infill of hollows
An interesting world of which we will learn more over the next months and years...
