The idea that a centralized government should have a lot of control over economic activity does not go well with a government run by people who have absolutely no idea how economic forces operate.
There are still a lot of people who believe that supply and demand is simply an opinion, like what your favorite color is, and that it can be as easily ignored.
He doesn't even mention businesses fleeing California like passengers fleeing a burning ship. California is already a state largely hostile to businesses.
