As far as I can tell the speech Bush gave on January 14th last years is the last time he officially spoke of his Moon, Mars and Beyond initiative . He could have talked about it in the SOTU but didn't on advice that it would sound silly and the public polls had not favored it.
He since has had many times he could have mentioned it or pushed it along and has not.
Supposedly he will veto the Veterans HUD appropriations if it doesn't include the slight increase to NASA's budget necessary to move his SEI along. But I doubt it.
If you want to have this Moon, Mars and Beyond initiative funded I suggest you write congress and Bush and tell them you do. You might suggest it should be accelerated. So real money is spent sooner maybe even at the end of Bush's reign. We should be able to return robotic missions to the Moon before 2008!
