Yes, but..
there is never a time when the majoriity should not rule. It is the business of the minority to create a new majority.
If the majority is wrong that shouldn't be an impossible task. (see MLK)
The first step to creating a new majority is for the minority to take a hard look at it's own agenda and methodology.
The way a majority remains a majority is to do the same thing.
