3% Isn't Noise In An Actual Vote
When you take a small sample of teh elctorate the margin of error is often about three %. When people vote the number is no longer an estimate. It is an actual quantifiable margin of victory. The margin of error (due to voting or counting mistakes rather than sampling error) in roughly 120 million votes is far lower than 3%.
