re: No Mandate! 3% is well with in the noise!

If Bush or Kerry had won in a landslide it wouldn't mean there was a mandate. What makes a mandate is a candiate running on a issue or number of issues and winning the election.
With 70% of Kerry's voters not voting for him because they support him and his stated issues, but rather because they didn't support Bush, so even if Kerry had won a landside, he wouldn't have had a clear mandate.

Since Bush did run on issues, and his supporters were largely voting for him as opposed to voting against Kerry, and he did win the election this means he does have a mandate. What this mandate is would depend on what were the reasons his supporter voted for him. So far, some reasons were "morality" and how he conducting the war on terror. I would say that the Bush doctrine has been supported by the America public. [And this doctrine is: We are going to go after terrorists and the countries that harbor them. Which also translate to we will assist those countries which fighting against terrorism [such as Pakistan and "if real", Libya].
Bush also said [repeatively] in his campaign that he was going to address tort reform and Social security reform and explain how exactly he was going to try to do this.
