No, Most Rational People Have Called Them Terrorists All Along
The word insurgents tends to evoke images of freedom fighters which anyone with brains knows they aren't. No implication of breeding is implied by the use of the word terrorist at all unless somehow turning tyrants and their cronies out of power into people trying to regain power through the use of terror constitutes breeding terrorists. It doesn't change their main characteristic of using murder, brutality, and intimidation as a means to power.
