I agree, make it all legal, restricted to adults, and spend the taxes generated plus all the money saved from not having to fight the "war on drugs" on treatment and especially prevention programs.
Can you imagine, under current conditions, if someone brought a couple of "new" substances out and tried to market them - ethanol and nicotine?
On a related topic, maybe junk food should be made illegal, to be consistent with drug policy.
