when a man in Black Forest (an area north of Colorado Springs) was killed, apparently while mixing his own propellants.

Personally, I think I'll leave building solid rocket motors to the professionals. There have been some successful amateur built solids. I've also seen at least one successful amateur built hybrid. That sounds like a better way to go.
