greenish blue makes me think Argon-ion laser- A doubled Nd:YAG is the epitome of green- no blue at all.....

if your friend wasnt bullshitting then it is his duty to talk to the authorities- his position at the time could be used to triangulate the asshole...

(an argon-ion laser is a poor choice, since they are expensive and power hungry, that is why I doubt your friend)
