Security is the central issue here. Intelligence is the key to security. Until the Iraq Intelligence Service gets into full operation, we are going to continue in the present situation. Nothing else can possibly do the job. Only trained Iraqi agents, believing in democracy and freedom, taking extreme risks for their belief, can expose the network of terrorists who call themselves "resistance" so that they can be destroyed.
