Interfering with a flight crew is a federal felony
I doubt you could get a conviction on a terrorism charge. However, it is a federal felony to interfere with a flight crew. It'd probably be easier to get a conviction on that charge.
In the Las Vegas incident last September, a pilot suffered retina damage. In these recent cases, there was no damage but a distraction during takeoff or landing could potentially cause the pilot to make a mistake that could lead to an accident.
