Zarqawi was in Afghanistan until we attacked that country. He moved to Iran for a while before settling into the Ansar al Islam terror camps in northern Iraq. From there he ran terrorist operations both locally, and in other nations like Turkey and Morocco.
You can assume that he would have completely ignored the American army in Afghanistan and American interests elsewhere from his base in Iraq. I suppose it's theoretically possible.
