And the years there were no inspectors in Iraq that you keep neglecting to factor into your thinking? It's so simple even an anti-american european should get it. Saddam was obligated to comply fully with UN inspectors to prove he had no wmd program. HE NEVER DID. Every time the inspectors felt they got a hot lead they ran into stonewalling.
