No wind-monitoring instruments on the rovers - but a instrument has alreayd been developed and was flown on Pathfinder ( not the windsocks - something more advanced - http://mpfwww.jpl.nasa.gov/MPF/mpf/sci_desc.html#ATMO )

Something similar is also being flown on Phoenix -
