To be fair, it's possible that any peacekeeping and human rights organization that placed the Soviet Union in a position of power was doomed from day one, and given the circumstances of World War II, I don't think it would have been possible to create such an organization without the U.S.S.R. as one of the primaries.
The flaws were built into the original structure, and only got worse over time.
