Constitution
The function of a constitution is to set out the basic relationships between a government and its people. As some have said, the function of the U.S. Constitution, especially the Bill of Rights, is to describe what a limited government can do, and what an American free citizen cannot do. And both of these should result in a very short document.
If you are coming up with something that looks like a loan agreement, somebody isn't getting the real job done.
A constitution that has fine print is not a good thing.
