An at-the-register value added tax would be virtually paper-work free

In fact, with some changes to how Cash Registers are made and operate, it would be paper-work free. The gov't would simply send a bill to the business owner monthly or quarterly, and the amount to withold from that days proceeds would be available data on the system when the owner or manager cashes out the register. Audits would be a workman showing up to run diagnostic on the system or to refresh the crpto-keys. At worse, a random check to make sure SKU codes line up with the taxes. Make the modem-based solution optional and get rid of the Big Brother effect.
