PR and a little pork barrel for the nuclear power industry
It might not be a deep military secret. Bush folks want to advance the interests of the nuclear power industry, and here's a great piece of P.R. showing that nuclear reactors are good for you. It'll also transfer a couple billion dollars away from egghead liberal space scientist projects and to nuclear industry allies of the Republicans, but I think that's small change compared to the money reward for bringing back nuclear power as a politically-viable option.
