I think NEP uses uranium, which is less dangerous than plutonium. NEP mostly seems a waste of money though until we get serious about a Neptune mission. I think this moon mission concept is just a Bush Administration attempt to pretend all the money spent on Prometheus/JIMO so far didn't just go down a rat hole.
Despite the repeated alarms on this website about environmental opposition to RTGs, I can say as an environmental lawyer that it doesn't register within the environmental movement. Comment period on the New Horizons DEIS closed several weeks ago. How much did you hear about it from anti-nuclear opponents? I searched the web for substantive comment letters and didn't find any, just a few statements of opposition. Those don't create the basis for a lawsuit to tie up the mission, and there's no political furor either.
