He has had work published in the Proceedings of the National Academy, but his is definitely a minority opinion.
And ArXiv is slightly peer-reviewed - especially if other people give you feedback. Creationist Robert Gentry has accused ArXiv of bias because they now refuse some of his papers, but I think it's because he's just writing crap.
