SETI is NOT about eavesdropping
All the SETI programs are looking for INTENTIONALLY broadcast (or narrowcast) strong contact beacons. We are probably another century away from technologies (large space based arrays) that would have a chance of eavesdropping on weak signals, even those 'close by' within a couple tens of LY.
