They were destroyed. Keep in mind that nerve gas has a shelf life of only a few years before it becomes useless. And remember that the nerve gas was used against the Kurds in the late 1990's, well before the first Gulf War. Iraqi nerve gas production capabilities were effectively terminated in 1991.
