Heck, give it a catchy name, assume nobody's going to actually try to follow the three shells around the table, and you win! Look at how well it worked to call spending tax money "investment."
P.S. I might point out that every Democratic policy over the past five years, including "investment" in targeted industries, payroll tax holidays, and all the rest have been "middle out" ideas.
