It may be necessary to dismiss the current assembly
and call new elections which might provide persons of sufficient savvy to compromise. This will delay things, but may be inevitable.
If the Sunnis want civil war, they can have it. Hell, they ALREADY have it. Of course, outnumbered 4 to 1, with the opposition backed by massive USA firepower, the odds are against them.
