A lot of people seem to have no idea what FEMA is for, and you really don't know what those employees were being deployed for.

I do know that the National Guard was there on the 27th, a good chunk of the United States Navy was already on the move on the 27th, and military helicopters were doing rescue missions in New Orleans.
