Response on responsibility to Mary Anne
This is in response to a post below, but I thought it should be pulled out on its own.
People are already realizing what the actual chain of responsibility was, or should have been. There's only so long the Democratic Party bluff can be maintained out there.
In California, the system has several tiers. There was a great article in the Mercury News on this. Don't know if it's subscriber only or not. Unfortunately, the diagram is not on line, so I had to scan it:
I have referred to this link several times. It apparently makes no impression.
Some things FEMA DOES NOT do:
- Physically rescue people or serve as "first-responders" in a disaster – that is the responsibility of local and state police, fire and emergency personnel.
- Building dams or levees or activating sand-bagging activities – generally the responsibility of local/state officials and the U.S. Army Corps of Engineers.
- Taking "charge" of recovery effort -- FEMA works jointly with state and local officials.
- Running temporary shelters or disaster feeding stations – generally the responsibility of such organizations at the American Red Cross or the Salvation Army.
- Making weather predictions, fly into hurricanes or predict when rivers will surpass flood stage – generally the responsibility of the National Weather Service.
- Ordering evacuations of communities due to natural disaster – generally the responsibility of state and local officials.
- Setting building standards or setting zoning regulations – generally the responsibility of local and state official, with suggestions from FEMA.
- Calling out the National Guard – generally a state responsibility.
The idea that transporting water from one location in a city to a shelter is something Federal trucks or Federal authority would be needed for is inane.
Some here are already spinning out a "fog of responsibility," essentially that the buck stops with the President even if he did nothing wrong, or it wasn't Federal responsibility. Good luck with that one.
Does the name Major General Bennett C. Landreneau ring a bell? How many newspapers does he show up in?
How long can this political fiasco be kept up?
From some places I'm getting a deja vu of the famous "16 Words," where the Left stubbornly resisted the simple fact that there were no lies in there, and that even the British still backed it up, stating that the forged documents had nothing to do with their conclusions at the time. People had to be pried off that meme one finger at a time, with the accusations eventually decaying into Bush causing people to form "erroneous perceptions in their minds."
