It describes FEMA as its own entity. But FEMA is now a wholely owned subsidiary of DHS, whose authority supercedes all of the specifications and limits listed.

So, you see, if you stick to the old model, you're absolutely right. If you accept the new model, built by the current Administration, new circumstances arise.
