Although I don't have complete knowledge of the issue, I suspect New York's situation is largely market-dictated. When you have little space, a given piece of land is much more lucrative as an office building than a parking lot, and the market will tend to select against parking lots. Parking, and driving, will become difficult. There seems to be a middle ground between commercial space and parking, and many buildings have parking in their otherwise not-too-lucrative underground space.
The convenience and privacy of personal automobile transportation is always balanced by the consumer against the advantages and disadvantages of mass transit. For New Yorkers, the balance is often toward the mass transit. For suburbanites, it's often the other way around. For someone in a city in the middle, like I live in, the balance can change from trip to trip.
Where I get cranky is when someone tries to force the issue by law.
