Bush could have picked Scalia...

The chief justice would be the "manager", which means he gets to sit in the head chair and try to build a consensus. He would get to give the oath at the Presidential Inauguration. But he still gets just as many votes to exercise while the court is in session as he would get if he were nominated for associate justice: one.
